Those sleeves are just normal puffy sleeves but instead of attaching them to a shoulder piece you are going to hem the tops over some wire so they'll hol the shape. Also, some interfacing in them will never hurt. You are going to want to interface all of the strange edges that have weird shapes so they lay correctly. If you are new to sewing go with the iron-on stuff. For the gold I recommend heat n' bond. It's very easy to work with. For the petal pants, just buy some muslin and draft them out then use that as your pattern. It's going to be hard, but just work through one piece at a time. I'm going to make this costume soon as well so I've thought a lot about it haha.
