Hmm ^_^ I would recommend buying one (making one could get messy!)
And believe it or not, if you look, it won't be that expensive ;)
(The averages for Chii wigs from Chobits were, like, $60, but I found a PERFECT one for only $12 x3 ).

If you're willing to style the wig, then here's one that might work:

If you DON'T want to style the wig, here's a few prestyled wigs:

Sailor Moon's hair's a bit more complicated, so you might just want to get a prestyled wig.

Few things about this....

The Sailor Moon wig is by no means one for the beginner cosplayer that does not have a firm grasp on what they can do. It's hard and even I have problems with it and I've done over 60+ wigs for various customers.

and yes, a good Sailor Moon wig is expensive.

If she's willing to style the wig, the one that you presented will just be way too hard for her to control. Too much fiber and no need for that to be there...in order for her to pull it up and be tight and have the backpart (which is a hard technique as it is right there) the wig needs to be shorter.

A medium length wig is more than enough because she's gonna cut a lot of it off anyway. Extensions will fill in for the odango and the falls. It's hard.

As for the pre-styled wigs...
One is the Katie Bair wig. She doesn't even take commissions anymore because she's booked to Hell (she's awesome) and she's trying to finish her Wig Book. Plus, her wigs (especially the Usagi one) doesn't go for under $300 altogether. Expensive but totally worth it.

The other one is cheap crap. It doesn't even have a back part and the fiber looks cheap. The wig is cheaper than what they are wanting for it.

Plain and Simple.
A mouth full of popcorn will only get you so far in life~
