Construction Details:

Wig: Bought two curly/wavy wigs on eBay, spliced them together. May remake this in the future due to its tangly nature.

Necklaces: Beads and stretchy elastic/string.

Tailcoat: Used Vogue V8346, pattern A, and modified it.

Spats/boot covers: Used the seran wrap/painter's tape method to make the pattern, then transferred it onto vinyl and sewed it together. Added black buttons on the sides and invisible zippers in the back.

Parasol: Bought a lace parasol on Amazon, added pink lace fabric and sewed it on, colored the ends with brown Sharpie, and used red acrylic paint for the detailing. If I were to remake this, I'd see if I could dye the fabric brown and replace the red acrylic paint with red puffy/fabric paint, instead of going the super cheap route.

Personal Thoughts:

Neo is my second cosplay (first cosplay I've actually worked on) and my most favorite cosplay overall! The first version of her tailcoat that I made was the very first thing I had sewn. However, that's been scrapped and I ended up remaking it with a different pattern and materials around June/July 2015.

The only thing that's super uncomfortable about wearing Neo is her heels at large cons that involve a lot of walking.
