About this Costume
Personal Thoughts:
My own design/original concept of Penguin as a Steampunk Lolita. This happened due to my friends wanted to do Steampunk Poison Ivy and Harley Quinn. They wanted me to be Catwoman, I'm not really a fan of her character so I went with Penguin instead!
