Yes, another Matsumoto....It is the same version as seen in the 10th Bleach Opening: Scandal by Shōjo S. Everything was pretty cut and dry. I can answer questions if anyone has any but it was a basic pleat skirt and collared top. The top I modified from an old one: took it in a little, added the cuffs, modified button placements. Then I constructed a tie in the same shape as hers....and done.

Personal Thoughts:

I adore Matsumoto and sometimes I can't help but make her outfites.
