Oh boy, this was quite the undertaking. When my friends and I first decided that we wanted to make the Sailor Scouts, we sat down and decided what details we wanted to include, such as the underbust line on the bodice and if we wanted gathered or pleated skirts. Having decided these things, my Sailor Uranus and myself delegated tasks. She was in charge of making the collar pattern and the sort of half top we wore over the bodices (which we dubbed "boob armor", sort of like the tops worn over the fukus in PGSM, only less bulky), I was in charge of the skirt patterns (which changed depending on the wearers measurements because I had to go and be anal retentive and make sure everyone had the same number of pleats), glove toppers, chokers and bows. That way everyone would look the same, since they are wearing uniforms after all.
The heart broaches are made from smoothon casting medium, and are cast from a tacky heart necklace that was found at a local Walmart. It was quite the find.
With all the work that went into the construction of these costumes, the outcome is greater than I could have expected. I sort of impressed myself with what I could accomplish if I sat down and worked on something. I think the best part is, despite getting self conscious wearing a leotard sometimes, and my shoes making me into a cripple, is the reactions we've gotten from fans of Sailor Moon. To have people who really know their stuff appreciate the work we've done is really great.
