Construction Details:

I created a vest with a hood. I created a corset with beading at the bottom. Then created LIGHT BLUE BLOOMERS! I used yellow shoes.

Personal Thoughts:

I had dark blue fabric. Didn't know what to do with it. I asked a friend what pokemon was dark blue. They said Piplup. I looked at it.. and decided eh.. I guess. So I went with it.
