Hyung-Tae Kim has all sorts of unnamed characters in cute outfits in his book Oxide2, and this is one of them! I call her Dicey-Chan due to the huge dice-things on her head. The accessories/props on this costume were lots of fun to make, but very challenging as well! Costume from 2006.
