Made this for a Lunar group at Katsucon 2000. First time wearing a wig. hahaha THAT was fun -- almost no one recognized me! Anyway, so the stripes on the dress are all appliqued. The collar is actually a modified Sailor Moon collar. The boots are bought and I added the collar to that and painted the edges of the sole. I think the only thing that wouldn't flake was white scuff cover.
