Construction Details:

It only appeared in one episode, and very briefly in one chapter of the manga, but the frilly vest that Luffy had to wear on Amazon Lily is one of the funniest moments in One Piece I've ever seen. So much that I had to do this costume. Luckily, it's just a variation on Luffy's normal outfit. Fur-trimmed shorts were made as normal. Base vest construction was normal. Just hand stitching the chest flowers, heat and bond the bottom flowers along with sewing those buttons for the center for added hold, and just adding frills. Also, this cosplay netted me a photo with Mayumi Tanaka (voice of Luffy). YAY!
