Personal Thoughts:

This is the outfit Waya seems to wear while at his small apartment when everyone comes over for study group, except Hikaru, which really gets to Waya, because he is like an older brother-type friend to Hikaru, and worries when Hikaru slacks off after the disappearance of Sai. He always seems to wear some form of military or camo, at the Institute, at home, even at competitions.
