Eevee tail help

Well I am currently working on a human eevee cosplay and right now the tail is giving me trouble. I'm try to get it to make an "S" shape like in this picture http://www.mynetimages.com/2e6a9a29_md.jpg . Any kind of help is helpful. Thank you in advance

I would suggest wire. You can either bend it into a single "S" or a double "S" that's connected on each end to give yourself a frame. You will probably need a bigger-gauged wire (don't get something too flimsy) in order to retain the shape. Also, when you make the fabric part of the tail, try out some different shapes on practice fabric. You should be able to make something in the shape that you want (similarly to how stuffed animals can be made in all different shapes).
