How can I add Bluetooth to my PC if it doesn’t have it?

If your PC does not have its own Bluetooth, you can add it by buying a USB Bluetooth adapter. Charge your device first, then if there are drivers to install, do that. After that, enable Bluetooth in Settings > Devices. You can stream music wirelessly to your headphones and use your controllers without any problems thanks to Bluetooth.
