I need help to create my first cosplay costume

I want to cosplay Orihime Inoue from Bleach. But how do I make it?
Does anyone have any advice?

like her skirt and all that one first few episode where she get hurt by a car but she really got hurt by a hollow which was her brother???????

or.. her school uniform
gray skirt.........white collar shirt and gray jacket (i dunno bout that x])

err red hair and gotta have her hair pins those are important..
