Lordy lordy, this is going to be your first costume?! *sigh* I hope you know you're going to spend a lot of money and time on this costume. Have you sewn before? Have you hand painted fabric before? Do you know where to get feathers and how to attach them?
I don't think I'd even bother taping my chest down, as the outfit is feminine.

I wouldn't even know where to begin with this costume. But I guess...finding your choice fabrics. His pants seem to have a flow to the bottom, so I'd suggest maybe a rayon would give you the right look. Also when making the pattern for those pants I'd add LOTS of added flare to the bottom so you would get that flouncy look, you sould be able to press them a bit to stay in that almost pleated fashion. Hmmm... maybe not, rayon isn't so wrinkly, it's a fabric that stays unwrinkly, but has great movement. Ahhh.. I wouldn't be too concerned with it.
As far as the hip decorations, I would suggest heavy thick interfacing and cotton broadcloth in desired colors. Cut and quilt your way.
A heavy or thick fabric. Maybe a thick knit for the jacket. Maybe even a fleece. You can add interfacing to the mandarin collar to get it to stay erect.
For the off the shoulder shirt. That is by far one of the hardest things to make, especially if it's not a knit/stretch fabric. If you're doing a woven fabric, I'd suggest a polyester and paint with fabric acrylics for the cuff detail.Also, to keep the shoulders up without slouching I'd add a strong interfacing in the neckline. If it was a knit type, maybe lycra of spandex and again with acrylic fabric paint.
The under paint cuffs, I'd probably cut cotton broadcloth fabric in that color the shape. Then add something like maybe thin quilters batting, and then stitch the pattern to give that look.
I can't tell if the detailing accents are feathers or tail fluffs... but.. you could try either one. Feathers can be painted to look like what you want.
If you don't understand alot of the terms I'm using. I'd suggest going to the library and finding yourself a basic sewing book to get at least the basic of what I'm saying.
As far as patterning. I'd drape the pants. And I'd alter a fleece sleeveless turtleneck vest pattern. His shirt sleeves, I'd wing it with a guesstamite depending on my measurements.
