Yikes! I have changed my mind (reallllllly bad habit, apparently) and I've finally decided - I'm going as Rikku from Final Fanasty X-2, and I was wondering what to do for the blue things that hang from the back of her shirt.

Rikku in FF X2 doesn't have blue things, she wears a bikini top and a pair of green shorts.

Her FIRST outfit from FF X has her wearing a princess seamed sleeveless orange shirt with blue accents attached to her shoulder blades.

I believe most people make those from cotton broadcloth in the color they want it to be.
