Help with Priestess Sleeves!! Please!!

Okay, I'll get to the point. You know priestess' outfits?? Like Kikyo from Inuyasha? Well, I'm having problems on how to make such a bell/coned shaped sleeve. I have a book, but it says nothing about those kinds of sleeves. Can anyone help?

well....a picture would help....
but if you want a belled out sleeve that stays out, i would purchase some plastic stuff that they use in corsets...its flat, its called staying...i think.
do not use wire, that will only bend and bend some more.
