Maleficent Collar

Hello! I am currently working on a maleficent cosplay and I am having a hard time figuring out a way to make the anti-gravity collar on her dress. I thought of craft foam but I don't know how to connect it to my body since I don't want to connect the collar to the dress due to the weight. Do you have any tips/ideas? I am trying my best to save my money so the cheaper the better
