Hi! I'm new to the site/forums, so first of all, nice to meet you all! :D

Secondly, I'm making my first true-to-character costume this year and I need some help. I'm goinng to be Sister Rosette from Chrono Crusade and I have no idea what to make the "medals" on her sleves out of.

I'm really good with making stuff from scratch (i.e. just stuff I find at home or in stores), but I would really like these to have clean lines and look sharp. Any suggestions?? Maybe resin? However, I've never worked with that so any help you can send my way would be greatly appreciated.

They'd look good as polished brass or something, but that may be more difficult to work with than other materials.

Central FL as in Orlando area?

Try craft foam sheets. They are good subs for otherwise expensive and difficult to use metals.
