Help with Faerie costume

Hi, I am new to cosplay and am looking to make a dress based off of Brian Froud's faeries (Pic related). I have been searching and I haven't been able to find anything relating to the style of the dress. Any link or any kind of help would be greatly appreciated. Thank you!

maybe you could search on ebay for an off the shoulder maxi dress? Then alter it to look like that one. If not find a pattern that's close to the shape and alter the pattern as you go.
