.hack prop constuction help

I'm doing an Elk cosplay from .hack//infection and i'm not sure how to make his staff or his hat and I was wondering if someone could give me some tips on how to make those.

Any help would be lovely. Thanks.

looks like a Dowel rod with minor Table legs attachments, use either wood and clay, or construction foam for the top.

I'm not sure the best idea for the top without a woodshop, so get creative.
