It's sheep leather, the skin will turn to a purpleish when light brushes it from the side. The closest thing I can think of that's cheap is Vynal, or that stuff for grill covers. The trick is to have it tight so it doesn't wrinkle. If you line the vynal up with another vest underneith that is starched, it'll look right.

A good Seamstriss can get it done in 3 weeks, while a moderate one can be 6 depending on the Material and there experience and that material. Sheep skin is expensive and hard to work with. Vynal is'nt as hard but cheaper. How badly do you want to match her compared to how fast you want it done is another question.
