Riza Hawkeye - need help with the top.

I have decided to make a skirt for the out fit to save me time and money, But I dont know how to make they tope, I want it to still have the long sleeves, but im not sure as to how I should construct it, since I dont have a pattern Im lost, but if you have an idea on a pattern that I can use/modify a bit that would be a great help. Thankyou

look at a normal suit, now unfold the front flaps and decorate... The concept is the same.
