How would I construct Roy's Formal Costume?

Hello I'm new to cosplaying in general, I was looking to try something interesting for my first cosplay at Katsucon this Feb. in DC would like to go as Roy Mustang but since I figure there'll be tons of that I want to mix it up and try going as him, but in a formal costume. You know with the top hat and the sash and everything. The black military boots I already have, the top hat I have a military cap but Im not sure how to make the sash, and everything else he's wearing x_x help would be appreciated thank you, you can contact me through my MSN at ninjablader@hotmail.com my email is the same or just post it here Ill look back ^^ I also have AOL at Jecht14.

P.s. If it helps I look like Roy lol. Short black hair, brown eyes, kinda tall.

Oh also forgot I'd like to have a sabar too but Im not sure if the convention allows live steel, anything other suggestions to use for his costume?
