I'm not quite sure what it's made out of, but it looks somewhat complicated to make, due to the different colors/material.

I would just get a jacket pattern and modify it a bit to look like his, it doesn't look to complicated. Even if the pattern wasn't down to his ankles, you could just measure out how long you would need it and extend it.
With the materials to use, I've seen various materials used from broadcloth to pvc, it just depends on your preference or budget ?
