The type of stitch depends on the type of fabric. Material that frays will need an overcast stitch; non-fraying material can use a running stitch.
I wouldn't use silk because it tends to be expensive, and if you don't know how to sew it, you'd be wasting your money and time. There are synthetic fabrics and some cottons that look just as good but are easier on the wallet so just take some printouts of your character with you to the fabric store and search.
I have no idea what this character looks like, but usually for hair pins or hair sticks, you can buy a plain or similar pin/stick as a base and add decorations with beads, Sculpey/Fimo, paint, etc.
