I highly doubt you'll be allowed to have actual fireworks on you.. So.. I agree.. the only thing I can think of is fiber optics.

Dying the scarf might be a little tricky, since there are the three colors to it. You'd have to be careful not to cause the colors to bleed into one another.

For the scarf.. Mine was hand knitted.. If you don't want to go with the trouble of doing that.. there is always e-bay.
