For the top, get a zip-up hoodie pattern. Rather than attaching the sleeves, fold the seam allowance in to make a small seam at the arm holes. Do the same for the neckline (don't attach the hood). For the bottom part make it like a long skirt except put slits in the sides and make the front shorter.
