Id start off with a large dowel or curtain rod from Home Depot.... then build on it from there with either cardboard/foam, wonderflex, whatever you are comfortable using.

For Cloud's pauldron i recommend Wonderflex, which you can purchase at www.cosworx.com or www.cosplaysupplies.com

You will need to paint on 6-7 coats of gesso, sanding in between each layer. (let each layer dry 24 hours before sanding).

For a hard plastic material I would recommend using Wonderflex, which can be found at www.cosworx.com or www.cosplaysupplies.com - - It is a shapeable thermoplastic that comes in sheets. You're most likely NOT going to be able to find contacts under $30. Contacts are not cheap to begin with. (And if they 'were' less than $30, i wouldnt trust them in my eyes!!) many companies carry red contacts... sites like wildeyes or crazylenses usually have them, also www.9mmsfx.com carries TONS ...
